`clsOutOFTownRotationAssgnCollection` retrieves out-of-town rotation rows either by hearing location or by attorney, using different date windows depending on the retrieval scenario.* It also remaps list sorts so attorney IDs and nullable expiration dates order by the display/helper values users expect.
